UM, THE BIGGEST UPDATE ACTUALLY HAPPENED YESTERDAY.
SO I ACTUALLY JUST GOT BACK FROM VACATION LAST WEEK AND FIRST DAY BACK WE HAD A MEETING WITH LAGO MAR DEVELOPMENT.
SO THE, THE DEVELOPERS FROM LAGO MAR, MYSELF, MR. CAREY, MR. MAGDALENO, UH, CITY ENGINEER AS WELL.
YEAH, THAT WAS IT, RIGHT? AND, UH, THEY BASICALLY CAME TO US AND SHOWED THEIR, UH, LITTLE ENGINEERING REPORTS AND HOW THAT THEY DON'T NEED TO DO CERTAIN THINGS TO BE ABLE TO TIE INTO HUGHES ROAD BECAUSE THAT'S WHAT THEIR ASK IS.
UM, AND I CAN TELL YOU CITY STAFF AS WELL AS MYSELF MADE, MADE IT VERY CLEAR TO THEM THAT THAT'S NOT HAPPENING.

WE ARE A DIVERSE COMMUNITY OF ABOUT 18,500 POPULATION.
WE ESTIMATE 16% BLACK, 19% HISPANIC, 2% ASIAN, AND THE BALANCED CAUCASIAN.
WE ARE MOSTLY A BLUE COLLAR COMMUNITY, BUT WITH THE FULL RANGE OF SOCIOECONOMIC LEVELS.
WE HAVE A NEW CITY COUNCIL ELECTED IN 1999 WITH A LOTS OF, WITH LOTS OF NEW IDEAS TO IMPROVE THE QUALITY OF LIFE IN DICKINSON.

A CHARTER REVIEW COMMITTEE IS STUDYING UPDATES TO THE CITY CHARTER WITH AN ELECTION DUE IN MAY OF 2001.
A ZONING COMMITTEE IS BUSY DRAFTING THE CITY'S FIRST ZONING ORDINANCE AND LAND USE CONTROLS.
THE COMMUNITY APPEARS TO BE VERY RECEPTIVE TO ZONING.
THIS IS, THERE IS A MANUFACTURED, MANUFACTURED HOME COMMITTEE UPDATING AND REVISING THE OLD MOBILE HOME ORDINANCE.
THERE IS SOME THAT WOULD PREFER MANUFACTURERS TO JUST GO AWAY AND OTHERS THAT RECOGNIZE THAT THEY ARE A GOOD ALTERNATIVE TO MULTIFAMILY HOUSING.
SOME OF THOSE DECISIONS WERE ULTIMATELY MADE THROUGH THE ZONING ORDINANCE.

I UNDERSTAND THAT THE MOST TIME CONSUMING AND CONTROVERSIAL IS AN UPDATE TO THE CITY'S 14-YEAR-OLD SEXUAL ORIENTED BUSINESS ORDINANCE.
ONCE A COHESIVE WORKING GROUP HAS BECOME FRACTURED, A CRITICAL MASS HAS BEEN REACHED.
AND CURRENTLY THE CITY ATTORNEYS, OLSON AND OLSON OF HOUSTON ARE DRAFTING TWO ORDINANCES.
ONE VERY RESTRICTIVE OF SOBS THAT SOME BELIEVE WILL PUT ONE OF OUR SOBS, HEARTBREAKERS OUT OF BUSINESS AND THE OTHER, AN ORDINANCE THAT ALLOWS THEM TO CONTINUE PRETTY MUCH UNABATED.

THEY CLAIM THEY ARE OVERLY OVER OVERWORKED AND UNDERPAID AND RUMORS ARE FLYING THAT THE POLICE OFFICERS WILL PETITION COUNSEL NEXT MONTH FOR A SUBSTANTIAL PAY INCREASE.
THIS MAY OR MAY NOT GO TO THE VOTERS AS THERE IS SOME CONTROVERSY A BOUT PROHIBITING LANGUAGE IN THE CITY CHARTER FOR REFERENDUMS AFFECTING THE CITY BUDGET.

WE HAVE A NEW POLICE DEPARTMENT.
WE HAVE A NEW POLICE STATION UNDER CONSTRUCTION THAT IS DUE TO BE COMPLETED IN SIX MONTHS.

I HOPE THAT THE STREET SIGN REPLACEMENT PROGRAM HAS THAT HAS BEGUN THIS YEAR HAS FINALLY BEEN COMPLETED BY THE TIME YOU READ THIS

AND IT WAS SUBDIVIDED INTO LIKE NINE TRACKS.
UH, WE WORKED WITH A CITY OF, UH, THEY, THEY CONSUMED TO BRING SEWAGE UNDER THE ROAD OVER TO, UH, WHERE THOSE LOTS ARE.
AND THE WHOLE PLAN WAS TO BUILD NINE OF THOSE FOURPLEX UU UNITS.
WE BUILT ONE AND THE FIRST ONE WAS COMPLETED IN 2007.
WE WERE ON OUR WAY TO BUILD THE, THE OTHERS, BUT THEN EVERYBODY KNOWS WHAT HAPPENED IN 2008.
HOUSING BUBBLE EV EVERYTHING CRASHED.
SO WE WERE NOT ABLE TO CONTINUE BUILDING TILL LIKE 2016.

IF THEY'RE PARKED ALONG THAT ROAD WAITING TO PICK UP OR DROP OFF, YOU CAN'T GET DOWN THAT ROAD.
AND, AND THAT'S, IT'S AN ISSUE.
BUT WITH THE FLIP SIDE OF THAT, I DON'T KNOW HOW THIS MAN'S DEVELOPMENT IS GONNA IMPROVE OR HURT THAT ISSUE.

TWO NARROW LANES ONLY, NO SIDEWALKS, DITCHES ON BOTH SIDES, NO SHOULDERS.
AND TO MAKE MATTERS WORSE, WE HAVE ELEMENTARY SCHOOL, WHICH IS GREAT.
MY KIDS WENT TO THE
THAT SCHOOL ACCOMMODATES PRE-K

THERE ARE APPROXIMATELY 175 PARENTS THAT DROP OFF THEIR KIDS IN THE MORNING AND PICK THEM UP IN THE AFTERNOON.
HOPEFULLY WE GET A CHANCE TO SHOW A VIDEO.
MY TIME WON'T PERMIT IT, BUT THE NEXT SPEAKER PROBABLY WILL HAVE THE TIME.
ONCE THEY LINE UP, THEY COMPLETELY BLOCK ONE OF THOSE TWO NARROW LANES.
THAT MEANS THERE IS ONLY ONE REMAINING NARROW LANE FOR BOTH WAY TRAFFIC.

FRANKLY, I DON'T KNOW IF THE INFRASTRUCTURE WOULD ACCOMMODATE MULTIFAMILY BUILDINGS WHEN THERE IS A SINGLE FAMILY.
WE ALL KNOW THERE ARE MULTIPLE CARS.
MULTIFAMILY, FOURPLEX, QUADRUPLE THAT DEMAND.
THE PERSON WHO RENTS A MULTI-FAMILY UNIT HAS THE SAME NEEDS AND ISSUES AS A SINGLE FAMILY.
THEY HAVE CHILDREN, THEY HAVE ADDITIONAL CARS, THEY HAVE BIRTHDAY PARTIES.
AND IF ANY CAR PARKS ON ONE OF THOSE LANES, IT CREATES A BOTTLENECK.
WE DON'T WANNA STAND ON THE WAY OF PROGRESS.
WE DON'T WANNA STAND ON THE WAY OF ADDITIONAL REVENUES FOR THE CITY OF DICKINSON.
ALL WE ARE ASKING IS, PLEASE DO NOT APPROVE OR DENY AT THIS TIME.

I THINK WITH PROPER SIGNAGE, WITH FLASHING LIGHTS WITH MAKING THAT A ONE WAY FOR JUST TWO BLOCKS THAT WILL ALLEVIATE A LOT OF THE ISSUES WE ARE FACING RIGHT NOW UNTIL HOPEFULLY THE CITY CAN GARNER THE BUDGET AND THE FINANCING TO ADDRESS A MORE REALISTIC AND PERMANENT ISSUE.

UH, SO NOW THEY'RE GETTING TOWARDS THE END OF THEIR PROJECT, I THINK THEY HAVE A PROPOSED OPENING DATE OF FEBRUARY 12TH, 19TH, FEBRUARY 19TH.
UH, AND THEY DO NOT ANTICIPATE THAT THE TRAFFIC SIGNAL INSTALLATION WILL BE COMPLETED BY THAT DATE.
