AND WHEREAS THE HOLY TRINITY STRAWBERRY FESTIVAL, A BELOVED TRADITION THAT COMMENCED IN THE THE YEAR 1930, HAS FLOURISHED AS A TESTAMENT TO THE ENDURING SPIRIT OF COMMUNITY AND CELEBRATION.

AND SO IT'S MOVING TO THE NEXT STEP FORWARD.
UH, THE OFFICE OF THE GOVERNOR ACTUALLY DETERMINES WHO GETS FUNDING, BUT HGAC DOES THE RANKING.
AND ALSO, UM, NOT TO PROBABLY STEAL SOMETHING THAT CHASE WAS GONNA SAY.
THE MOORE'S EDITION PROJECT IS ALSO MOVING FORWARD AS WELL.

IT IS A START TO SOMETHING THAT SHOULD HAVE BEEN DONE 20 YEARS AGO.

AND SOMETIMES TWO PEOPLE HAVE TWO DIFFERENT WAYS OF SOLVING A PROBLEM.
AND YOU HAVE TO, YOU KNOW, WORK TOGETHER.
AND MOST IMPORTANTLY, THIS TAUGHT ME A LOT ABOUT LISTENING TO PEOPLE YOU DISAGREE WITH.

AS WE ALL KNOW, KROGER'S ANNOUNCED THE CLOSURE OF HIS DICKINSON STORE EFFECTIVE JUNE 10TH.
UH, THIS ANNOUNCEMENT CAME AS A SURPRISE TO BOTH THE COMMUNITY AND THE PROPERTY OWNER.
AND TO BE CANDID, I'M FRUSTRATED AND ANGERED BY THE DECISION.
MANY PEOPLE DEPEND ON THE KROGER STORE.
KROGER HAS BEEN A STAPLE IN OUR COMMUNITY FOR 45 YEARS, BEEN HERE MY ENTIRE LIFE, AND AS IT DOES FOR MANY OF YOU, IT HIT HOME, IT HIT HOME FOR ME.
THE SHORT NOTICE LEFT THE PROPERTY OWNER WORKING QUICKLY TO SECURE REPLACEMENT TENANT TINO TARANTINO PROPERTIES, WHICH MANAGES THE SITE, IS IN REGULAR COMMUNICATION WITH DAVE FUNK, WITH OUR E OUR EDC DIRECTOR.
AND THEY'RE PURSUING OPTIONS TO FILL THE SPACE, EITHER WITH A SINGLE GROCERY STORE OR THROUGH A TWO TENANT SOLUTION.

OVER THE PAST EIGHT WEEKS, AS THE INTERIM CITY MANAGER, THE, THE CONSTANT ISSUE THAT'S BEING BROUGHT TO ME IS ABOUT THIS EDC AND THE ZONING CHANGES THAT WERE IMPLEMENTED OVER THE PAST YEAR.
UH, PEOPLE DON'T TRUST THAT THE CHANGES WERE MADE IN THE BEST INTEREST OF THE CITY, AND I AGREE TO A CERTAIN EXTENT.
SO IN RESPONSE TO THE FEEDBACK THAT I'VE RECEIVED FROM SEVERAL COMMUNITY MEMBERS, I'VE REQUESTED THE FORMATION OF THE UDC ADVISORY COMMITTEE SO WE CAN DISCUSS OPTIONS TO MOVE FORWARD.
THE GOAL OF THIS COMMUNITY, THIS, THE GOAL OF THIS COMMITTEE IS TO CREATE AN OPEN DIALOGUE WITH OUR COMMUNITY FOCUSED ON MAKING THE UDC CLEAR AND EASIER TO UNDERSTAND FOR THE AVERAGE CITIZENS.
SO BASICALLY, WE'RE ACTIVELY SEEKING VOLUNTEERS ACROSS THE COMMUNITY FROM COMMERCIAL RESIDENTIAL REAL ESTATE, HOA LEADERSHIP BUSINESS OWNERS, AS WELL AS HOMEOWNERS RESIDENTS WHO CARE ABOUT OUR COMMUNITY.
UH, THROUGH THIS ADVISORY COMMITTEE, WE AIM TO GATHER ACTIONABLE FEEDBACK THAT WILL HELP US STREAMLINE THE UDC, ENSURE THE ZONING CHANGES ARE TRANSPARENT, THAT MAKES SENSE, AND ENSURE IT IS EASIER FOR EVERYONE TO UNDERSTAND AND NAVIGATE.

THE RATING WAS NOT DOWNGRADED, IT WAS WITHDRAWN IN 2023.
FOR THE LACK OF INFORMATION, FINANCIAL AUDITS ARE DUE EVERY YEAR BY THIR MARCH 31ST.

SO NOW THAT THE 2024 AUDIT IS COMPLETED, WE'RE FINALLY UP TO DATE, BROOKS WATSON IS GONNA BE PRESENTING THIS EVENING TO COUNCIL.

HOME BUYERS CAN DEDUCT 20% OF THE INTEREST THAT THEY PAY ON THEIR MORTGAGE EACH YEAR, AS LONG AS THEY LIVE IN THAT HOME, WHICH LOWERS THEIR HOME BUYER'S.
THERE IS A LINE ON, UH, FORM 10 40, UH, FOR THE CREDITS.
SO YOU CAN TAKE IT EVEN THOUGH YOU MIGHT NOT ITEMIZE, WHICH IS VERY IMPORTANT TO OUR LOWER INCOME FAMILIES.
WE'VE BEEN ABLE TO ASSIST 26 HOME BUYERS IN DICKINSON WITH THE MCC PROGRAM.
AND IN THIS PROGRAM, YOU MUST BE A FIRST TIME HOME BUYER.
AND IN THE PAST TWO YEARS, OUR BOARD OF DIRECTORS HAS APPROVED A $2,500 GRANT TO EACH OF THE MCC UH, BORROWERS.

OUR MULTIFAMILY ASSET MANAGER, RENEE SMITH, VISITS EACH OF THE PROPERTIES EACH MONTH AND COORDINATES WITH THE ONSITE MANAGEMENT CONCERNING ANY PROBLEMS OR PATS

SETH HAS BEEN ISSUING THREE TO FOUR TAX EXEMPT BOND ISSUES FOR MULTIFAMILY DEVELOPMENTS PER YEAR FOR SEVERAL YEARS.
I WANTED TO MAKE SURE THAT I POINT OUT TONIGHT THAT EACH TIME WE ISSUE TAX EXEMPT BONDS, EITHER SINGLE FAMILY OR MULTIFAMILY, THAT THE HIGHEST ELECTED OFFICIAL, UH, MUST SIGN AN ATTORNEY GENERAL'S FORM, WHICH IS CALLED THE GENERAL AND NO LITIGATION CERTIFICATE.
ONCE THE MAYOR RECEIVES THAT FORM FROM US, WE HAVE A DEADLINE TO GET THOSE BACK, UH, TO THE ATTORNEY GENERAL WHO SETS THAT DEADLINE BY STATUTE, NEITHER THE ATTORNEY GENERAL OR THE HOUSING FINANCE CORPORATIONS ACT REQUIRES A GOVERNMENTAL BODY APPROVAL OR A RESOLUTION.
SO MOST OF OUR JURISDICTIONS HAVE GIVEN THE AUTHORITY TO THE MAYOR OR THE COUNTY JUDGE TO GO AHEAD AND SIGN THOSE AS LONG AS IT'S NOT WITHIN THEIR JURISDICTION.
AND UP TO THE CITY OF DICKINSON, YOUR CITY COUNCIL, YOUR CITY ATTORNEY IS VERY FAMILIAR WITH THIS FORM, UH, IN PREVIOUS EXPERIENCE, AND HE'S VERY VERSED ON IT.
SO, UH, HE HAS HELPED US OUT A LOT, UH, FOR MANY YEARS.
THE THIRD SUBJECT I'D LIKE TO SPEAK ABOUT IS THE GRANTS THAT SETH PROVIDES TO EACH OF OUR JURISDICTION.
ABOUT EVERY THREE YEARS, THE SETH BOARD TAKES $1 MILLION FROM ITS GENERAL REVENUES AND DIVIDE THAT BY EACH OF OUR JURISDICTIONS, AND PROVIDES UP TO $50,000 GRANTS TO EACH OF OUR JURISDICTIONS, UH, FOR AFFORDABLE HOUSING OR RELATED SERVICES.
THE CITY OF DICKINSON HAS ALWAYS USED THESE FUNDS IN GREAT SERVICES TO LOWER INCOME, UH, FAMILIES.
YOU HAVE USED FUNDS FOR DOWN PAYMENT ASSISTANCE TO FAMILIES BELOW 80% OF MEETING INCOME EMERGENCY REPAIRS FOR SENIORS AND PEOPLE WITH DISABILITIES TO CORRECT CODE VIOLATIONS FOR LOWER INCOME AND SEVERAL OTHER ACTIVITIES.
WHEN WE MADE THE LAST DISTRIBUTION IN 2022, THE CITY OF DICKINSON DID NOT RESPOND OR DRAW DOWN THOSE FUNDS.
THEREFORE, AFTER TWO YEARS, WE TOOK THOSE FUNDS BACK.
HOWEVER, IN THE MARCH MEETING LAST MONTH, I EXPLAINED TO THE SETH BOARD SOME OF THE DIFFICULTIES THAT WE'D HAD IN GETTING THOSE FUNDS OUT IN DICKINSON, AND THEY VOTED UNANIMOUSLY TO REINSTATE THAT $50,000 GRANT TO THE CITY OF DICKINSON.
I'LL BE SHARING WITH THE MAYOR AND THE CITY MANAGER AND STAFF THE ONE PAGE APPLICATION, UH, THAT WE CAN HOPEFULLY ASSIST MORE LOWER INCOME FAMILIES HERE.
AS FAR AS RELATED SERVICES, UH, SOME OF OUR JURISDICTIONS CONTRIBUTE THOSE FUNDS TO MEALS ON WHEELS, SENIOR NUTRITION PROGRAMS, HABITAT FOR HUMANITY, AND OTHER GREAT CAUSES.
THESE ARE GRANT FUNDS WITH NO STRINGS ATTACHED.
THEY ARE NOT LOCAL, STATE OR FEDERAL FUNDS.
SO THERE IS NO GUIDELINES OR COMPLIANCE OR REPORTING ON THESE.

I'VE BEEN HERE QUITE A FEW TIMES THIS YEAR TO GET THE AUDIT REPORT PRESENTED TO YOU ALL, AND I'M HAPPY TO, UH, SAY THAT WE DO HAVE THE 2024 FISCAL YEAR AUDIT FOR PRESENTATION.
UH, THE AUDIT IS THE, AS WAS NOTED A MOMENT AGO, UH, I'M SORRY, AS WAS, IS THAT BETTER? OKAY.
AS WAS NOTED A MOMENT AGO, THE CITY, UH, I WAS LOOKING AT IT JUST BEFORE THE MEETING AT THE TIMELINE THAT WE'VE AUDITED THE PAST FOUR YEARS, AND IT'S BEEN THE FIRST ONE BEING ISSUED IN, UH, 2021, BEING ISSUED IN AUGUST, AND THEN NOW 24.
SO COMPLETING FOUR FISCAL YEAR AUDITS WITHIN LESS THAN ONE YEAR TIMEFRAME.
UH, I WOULDN'T WISH THAT ON ANY FINANCE DEPARTMENT, SO I KNOW THEY'VE BEEN WORKING THEIR, UH, THEIR FINGERS TO THE BONE TO GET THIS THING DONE.

AND THEY'RE ECSTATIC TO HAVE IT FINALLY AVAILABLE, UH, AND UP TO DATE FOR THE FIRST TIME IN YEARS.UM, SO, UH, WITH THAT, I WILL PRESENT, UH, UTILIZING THE POWERPOINT PRESENTATION, UH, IN FRONT OF YOU IS A BOUND COPY OF THE REPORT WITH THE HANDOUT OF THIS AS WELL.

UH, AND PART THAT STARTS WITH, UH, THE FUNCTION WITHIN THE CITY.
SO WE LOOK AT EACH DEPARTMENT, ANY MONEY WHERE, ANYWHERE WHERE MONEY IS COMING IN OR GOING OUT, WE'RE EVALUATING THE PROCESSES THAT ARE IN PLACE.
SO WE OBTAIN THE PROCESSES AND, UH, THE POLICIES, PROCEDURES, AND THINGS OF THAT NATURE THAT THE CITY HAS.
WE HAVE QUESTIONNAIRES FOR EACH OF THOSE DEPARTMENTS, AND WE SIT DOWN WITH THOSE, UH, DEPARTMENTS TO DETERMINE THAT, WHAT THAT PROCESS LOOKS LIKE, AND JUST MAKE SURE IT'S CONSISTENT WITH WHAT THOSE POLICIES AND PROCEDURES AND QUESTIONNAIRES, UH, HAVE TO SAY.

SO THAT'S GONNA BE THINGS SUCH YOUR PUBLIC FUND INVESTMENT ACT, UH, BID REQUIREMENTS, UH, WHEN, IF THERE'S A GRANT, UH, WHICH THERE WAS MANY GRANTS THROUGHOUT THE YEAR, AND THERE WAS A SINGLE AUDIT FOR THE YEAR, UH, THAT'S COMPLIANCE TESTING OVER THAT AS WELL.
UM, AND THEN WE REVIEW ALL CITY COUNCIL MEETING MINUTES.
SO IF YOU WERE, UH, TO APPROVE SOMETHING DURING THOSE MEETING MINUTES THAT WE IDENTIFY THAT HAS A COMPONENT TO IT OVER, UH, COMPLIANCE, WE WOULD EVALUATE THOSE AS WELL.

UH, THAT'S PRIMARILY DUE TO EXPENDITURES BEING UNDER BUDGET, WHICH WE'RE GONNA LOOK AT A BUDGET TO ACTUAL HERE IN JUST A MOMENT.
UH, THE DEBT SERVICE FUND HAD A VARIANCE.
WE, WE SEE THAT GO UP AND DOWN SLIGHTLY YEAR OVER YEAR.
THAT, UH, SO OVERALL DECREASE OF 30,000 FROM THE PREVIOUS YEAR HERE, GRANTS FUND HAD A DECREASE OF 860,000.
UH, THAT'S PRIMARILY DUE TO, UH, THE EXPEND EXPENSES RELATED TO SOME STORMS THAT OCCURRED DURING THE END OF THE 2024 FISCAL YEAR.
UM, SO THE INTENTION IS FOR THOSE TO BE SUBMITTED AND HOPEFULLY HAVE GRANTS COVER, UM, COVER COSTS RELATED TO THAT STORM, UH, TO REPLENISH THE, THE FUNDS THAT ARE THERE.
UH, THEN THE STREET MAINTENANCE

FUND, WE SAW A DECREASE OF 116,000, UH, JUST, UH, OVERALL TRANSACTIONS THROUGHOUT THE YEAR RELATED TO THE, THE STREET PROJECTS THAT WERE OCCURRING.UH, THE PI ONE AND PI TWO, UH, THOSE HAD A OVERALL CHANGE OF 120,000.
AND THAT IS DUE TO A CATCH UP ON, UH, THE, THE ADMINISTRATIVE COSTS THAT THE, THAT WERE PREVIOUSLY NOT YET TRANSFERRED OVER TO THE, THE GENERAL FUND, AND THAT WERE CORRECTED IN 24.
AND THEN THE NON-MAJOR GOVERNMENTAL FUNDS, THOSE ARE ALL THE FUNDS THAT DON'T MEET THE REQUIREMENT TO BE PRESENTED AS MAJOR.
UH, AND THOSE ARE BROKEN, PRESENTED IN DETAIL IN THE BACK OF THE REPORT, BUT, AND THOSE ARE PRIMARILY CONSISTING OF SOME CAPITAL FUNDS AS WELL AS SOME SPECIAL REVENUE FUNDS.
SO OVERALL, THE, THE COMBINED TOTAL OF THOSE FUNDS HAD A DECREASE OF 979,000.
UH, THOSE ARE PRIMARILY DUE TO CAPITAL, UH, CAPITAL ACTIVITY RELATED TO CAPITAL PROJECTS FUND.
AND THEN, UH, SOME DISASTER, UH, RECOVERY, UH, COSTS AS WELL OFFSET BY SOME IN SOME MORE MINOR INCREASES IN DECREASES RELATED TO THE SPECIAL REVENUE FUNDS THAT ALL OF WHICH WERE BEING UTILIZED IN, IN COURSE, UH, IN LINE WITH WHAT WE WOULD EXPECT TO SEE FOR THOSE TYPE OF FUNDS.
NEXT, AS IT RELATES TO YOUR BUDGET TO ACTUAL FOR THE YEAR, FOR THE GENERAL FUND, UH, UH, THAT FAR RIGHT COLUMN IS THE VARIANCE, COMPARING THE ACTUAL NUMBERS FOR THE YEAR VERSUS THE FINAL BUDGET.
UH, AND I ALSO INCLUDED THE ORIGINAL BUDGET AS THERE WAS A BUDGET AMENDMENT THAT OCCURRED FOR 2024 FISCAL YEAR.
UH, SO THAT, LOOKING AT THAT FAR RIGHT COLUMN, UH, THERE WAS A POSITIVE, POSITIVE BUDGET VARIANCE FOR REVENUES, UH, ABOUT BY 20,000.
20,000 MORE THAN, THAN, UH, THAN BUDGETED WERE RECEIVED.
EXPENDITURES WERE, UH, A MILLION DOLLARS UNDER BUDGET.
UM, THAT'S DUE TO VARIOUS DEPARTMENTS BEING UNDER, UM, ACROSS THE BOARD.
THERE WAS NOT ONE I INDIVIDUAL DEPARTMENT CAUSING THAT, THAT FLUCTUATION.
UM, BUT SPEAKING WITH, WITH, UH, FINANCE, SOME OF THAT WAS DUE TO SOME VACANCIES AND THINGS IN CERTAIN DEPARTMENTS.
UM, AND THEN YOUR OTHER SOURCES AND USES HAD A POSITIVE VARIANCE THERE OF 131,000, AND THAT'S GONNA BE TRANSFERS IN, TRANSFERS OUT, AND THOSE ACTIVITY SUCH AS THAT.
SO OVERALL HAD A POSITIVE BUDGET VARIANCE OF THE GENERAL FUND OF 1.2 MILLION FOR THE YEAR.
UM, AS IT RELATES TO THE UNASSIGNED FUND BALANCE FOR THE GENERAL FUND, UH, GFA RECOMMENDS THAT CITIES MAINTAIN AT AT LEAST 16% OF, UH, UN UNRESTRICTED BUDGETARY FUND BALANCE.
UH, I KNOW THE CITY HAS A POLICY, UH, TO, OF A GOAL TO GET TO 25 IN THAT RANGE OF 25 TO 33%.
UM, SO PREVIOUSLY THE CITY WAS AT 11% LAST YEAR OR 2023, AND THEN 2024 IS UP 5% FROM THAT YEAR AT 16%.
UH, SO NOT QUITE TO THE CITY'S GOAL, UM, BUT IS TRENDING, UH, THAT DIRECTION NEXT REALLY TO SINGLE AUDIT.
SO AS I MENTIONED PREVIOUSLY, THE CITY DID REQUIRE A SINGLE AUDIT THAT IS NECESSARY WHENEVER A ENTITY SPENDS $750,000 OR MORE IN FEDERAL FUNDING.
UH, SO THAT, THAT DID TRIGGER THAT SINGLE AUDIT.
IT GOES THROUGH A LOT OF DETAILED PROCEDURES RELATED TO A COMPLIANCE COMPONENT IN ADDITION TO THE FINANCIAL COMPONENT.
UM, AND SO, UH, THAT DID HAVE A CLEAN REPORT THAT NO ITEMS WERE IDENTIFIED.
AND, UH, ALL AREAS THAT ARE, ARE ALL AREAS ARE IN COMPLIANCE.
